Job Summary
The Planning Officer – Rwanda, Tanzania & DRC will support Raising The Village’s international planning and expansion processes across Rwanda, Tanzania, Democratic Republic of Congo (DRC), and other emerging geographies.
The role provides technical, analytical, and coordination support to ensure planning activities are data-informed, operationally aligned, and well documented. The successful candidate will contribute to contextual analysis, stakeholder coordination, documentation, and expansion readiness under the supervision of the Senior Officer.
Key Responsibilities
1. Planning Support & Contextual Analysis
- Support strategic planning processes across Rwanda, Tanzania, and DRC.
- Compile contextual research including poverty data, governance structures, demographic trends, and development priorities.
- Prepare summaries of scoping findings, feasibility assessments, and risk analyses.
- Maintain country-level planning trackers and documentation repositories.
2. Expansion Scoping & Readiness Coordination
- Support scoping missions through background research, logistics coordination, and documentation.
- Prepare draft reports from field missions and stakeholder consultations.
- Track pre-launch milestones and document entry-readiness requirements.
- Assist in compiling operational considerations including HR, compliance, and implementation readiness notes.
3. Documentation, Reporting & Knowledge Management
- Draft contextual summaries, planning briefs, and country profiles under supervision.
- Consolidate planning documents for internal review and executive presentations.
- Maintain up-to-date expansion dashboards and country status trackers.
- Support documentation of lessons learned and cross-country learning synthesis.
4. Internal Coordination & Technical Liaison
- Coordinate planning timelines with cross-functional departments including Programs, Venn, Operations, Finance, and Government Relations.
- Support logistics and preparation for cross-country planning calls and workshops.
- Assist in onboarding support documentation for new country teams.
- Track action points from planning meetings and ensure follow-through.
5. Stakeholder & Government Documentation Support
- Prepare draft briefing notes, meeting summaries, and technical memos for government engagement.
- Support preparation of formal documentation such as registration submissions, planning dossiers, and MoU annexes.
- Maintain records of stakeholder engagements and follow-up actions.
- Ensure planning documentation reflects country-specific regulatory and policy frameworks.
Qualifications & Experience
- Bachelor’s Degree in Statistics, Quantitative Economics, Mathematics, Population Studies, or a related field.
- 2–4 years of experience in program planning, research, coordination, or expansion within an NGO or development context.
- Strong understanding of socio-economic dynamics, policy frameworks, and community engagement strategies.
- Proficiency in Microsoft Office Suite, especially Excel, VBA, Word, and PowerPoint.
- Experience working in Agriculture, WASH, Health, and Livelihood sectors.
- Ability to develop logical frameworks, impact pathways, and programmatic strategies.
- Working knowledge of French, Swahili, or Kinyarwanda is an added advantage.
- Strong analytical, problem-solving, and decision-making abilities.
- Excellent written and verbal communication skills.
