Associate Director Finance and Administration

Job Summary

The Associate Director Finance and Administration reports to the Project Director – STRIDES and is responsible for oversight of financial management, compliance, grants oversight, and operational functions, including procurement and administration. The role ensures full compliance with donor requirements, FHI 360 policies, and Government of Uganda regulations related to budget planning, financial monitoring, and reporting.

The position supports the strengthening of financial and administrative systems, coordinates internal and external audits, and contributes to timely, accurate financial and management reporting to support informed decision making.

Key Responsibilities

Financial Strategy, Planning, and Budget Management

  • Lead annual budgeting and reforecasting processes in collaboration with the Director of Finance and Administration.
  • Consolidate partner and departmental budgets and provide variance analysis with actionable recommendations.
  • Ensure adherence to donor ceilings and burn-rate targets.

Financial Accounting, Reporting, and Close

  • Oversee general ledger integrity, month-end and year-end close processes.
  • Ensure timely preparation and submission of accurate internal and donor financial reports.
  • Review and confirm completion of monthly reconciliations.

Compliance and Internal Controls

  • Implement and monitor internal controls in line with donor regulations and policies.
  • Identify and address control gaps and escalate significant issues.

Grants and Sub-award Financial Oversight

  • Review subrecipient financial reports and conduct spot checks.
  • Ensure timely liquidation of advances.
  • Provide financial capacity building support to subrecipients.

Cash Flow, Treasury, and Cost Efficiency

  • Manage cash forecasting and liquidity planning.
  • Review disbursements within approved limits.

Audit Readiness and External Engagement

  • Coordinate project, statutory, and donor audits.
  • Prepare audit schedules and support audit fieldwork.
  • Track implementation of audit recommendations.
  • Liaise with banks, insurers, auditors, and regulators.

People Leadership and Capacity Strengthening

  • Supervise and mentor finance, grants, procurement, and administration staff.
  • Strengthen staff and partner capacity in budgeting and reporting.
  • Promote accountability and professionalism.

Risk Management and Oversight

  • Maintain and update finance and operations risk register.
  • Conduct risk and cost efficiency analyses.
  • Support fraud prevention and detection measures.

Systems, Data Quality, and Process Improvement

  • Champion use of ERP/accounting systems (GFAS, Costpoint, TESS or similar).
  • Ensure data integrity across financial processes.
  • Streamline workflows and standardize SOPs.
  • Track key performance indicators.

Required Skills and Competencies

  • Strong knowledge of procurement, logistics, and administrative practices.
  • Working knowledge of budgets, contracts, and grants management.
  • Excellent communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to influence, motivate, and ensure compliance.

Education and Experience

  • ACCA or CPA full qualification.
  • Bachelor’s degree in finance, accounting, or related field.
  • Minimum of 8+ years of finance management experience.
  • At least 3+ years in a supervisory role.
  • Experience managing donor-funded projects.
  • Knowledge of USG financial management regulations.
  • Experience in NGO environment preferred.
  • Fluency in English required.

Physical Requirements

  • Typical office environment.
  • Ability to work long hours on a computer.
  • Ability to sit or stand for extended periods.
  • Ability to lift up to 5 lbs.

Technology Requirements

  • Computer/Laptop and Microsoft Office 365.
  • SharePoint, Teams/Zoom/Skype.
  • Mobile and office equipment.

Travel Requirements

Ability to travel domestically (10% – 25%).

Salary

UGX 120,000,000 – 180,000,000 annually (basic salary), depending on experience, education, internal equity, and market factors.
