Program Officer
Job Summary
The Program Officer will work with and assist the Program Manager to provide effective program management support and coordination to project leadership and team members under the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Uganda.
The role ensures efficient project implementation, planning, monitoring, and compliance with contractual requirements. The Program Officer will coordinate stakeholders, track deliverables, support reporting, and contribute to integrating work plans, budgets, and multi-sector interventions for successful project execution.
Key Responsibilities
Project Management
- Support development of annual work plans and ensure smooth program implementation.
- Track performance against timelines, budgets, objectives, and deliverables.
- Serve as a key point of contact and monitor project progress.
- Coordinate internal meetings and follow up on action points.
- Support communication with Project Director and HQ teams.
- Identify and escalate project issues where necessary.
- Assist in preparing reports and documenting activities.
- Maintain tracking tools, dashboards, and project files.
- Build strong collaboration between program, finance, and operations teams.
Project Administration
- Develop communication plans to update stakeholders.
- Determine and allocate project resources effectively.
- Create and manage project schedules.
- Implement best practices in project execution.
- Review and adjust schedules with management as needed.
Required Skills and Competencies
- Experience managing USG-funded projects.
- Strong knowledge of project management principles and tools.
- Excellent negotiation and problem-solving skills.
- Strong written and verbal communication skills.
- Ability to manage teams and influence stakeholders.
- Ability to adapt and resolve project challenges.
- Strong organizational and analytical skills.
- Experience creating and managing systems and processes.
Problem Solving & Impact
- Handles complex project challenges requiring analysis.
- Decisions impact project timelines and operations.
- Applies judgment within defined policies.
Supervision
- May manage staff and external project members.
- Coordinates project plans, budgets, and resources.
- Reports to STRIDES Project Director.
Education
- Bachelor’s degree in Health, Nutrition, International Development, Social Sciences, or related field.
- Master’s degree in Public Health or Management is an added advantage.
- Project Management Certification is desirable.
Experience
- Minimum 6+ years of project management experience.
- At least 2+ years of supervisory experience.
- Experience working with NGOs or government agencies.
- Experience in USG-funded global health projects.
- Experience in Global Health Security, malaria, or nutrition programs is an added advantage.
Physical Requirements
- Typical office environment.
- Extended computer use.
- Ability to sit or stand for long periods.
- Ability to lift up to 5 lbs.
Technology Requirements
- Computer and Microsoft Office 365.
- SharePoint, Zoom, Teams.
- Standard office equipment.
Travel Requirements
Ability to travel 10% – 25%.
Salary
UGX 87,000,000 – 150,000,000 annually (basic salary), depending on experience, qualifications, and market factors.
