Lifting Coordinator Job at East African Crude Oil Pipeline (EACOP)
Job Purpose
The Lifting Coordinator is responsible for the safe planning, supervision, and execution of all lifting and hoisting operations across EACOP field sites. The role ensures compliance with EACOP lifting procedures, international standards, and statutory regulations to guarantee safe and efficient lifting operations supporting construction, logistics, maintenance, and operational activities.
Key Duties and Responsibilities
- Develop and review lifting plans and risk assessments for both critical and non-critical lifting operations.
- Coordinate daily lifting activities across logistics yards, warehouses, pumping stations, maintenance areas, and other field locations.
- Ensure lifting equipment, cranes, forklifts, rigging gear, and accessories are available, inspected, certified, and fit for purpose.
- Maintain the Lifting Operations Register and ensure accurate record keeping.
- Coordinate with contractors and subcontractors to ensure lifting activities comply with EACOP HSE requirements.
- Supervise lifting operations to ensure compliance with approved lifting plans, permits, and safety procedures.
- Verify that riggers, crane operators, banksmen, signalers, and other lifting personnel are competent and appropriately certified.
- Monitor the use of lifting equipment and accessories to prevent overloading and unsafe lifting practices.
- Authorize and sign off permits for critical lifting operations.
- Provide technical support during heavy and complex lifting activities.
- Ensure compliance with EACOP HSE Management Systems, international lifting standards, and applicable national regulations.
- Conduct toolbox talks, pre-lift meetings, and safety briefings.
- Stop unsafe lifting operations immediately and enforce corrective actions.
- Lead investigations of incidents and near misses related to lifting and hoisting activities.
- Promote a strong lifting safety culture throughout field operations.
- Ensure all lifting appliances and accessories are inspected, tested, and certified by competent authorities.
- Maintain updated lifting equipment and lifting gear registers.
- Liaise with third-party inspection agencies to obtain statutory certifications and inspections.
- Ensure defective, damaged, or expired lifting equipment is quarantined and removed from service.
- Provide coaching, mentoring, and refresher training to riggers, signalers, and crane operators.
- Support local workforce development initiatives in line with national content requirements.
- Promote awareness and implementation of updated lifting procedures across operational teams.
- Coordinate closely with field logistics, warehouse, maintenance, operations, contractors, and subcontractor teams.
- Support closure of compliance findings, audits, and lifting-related corrective actions.
Qualifications and Experience
- Diploma or Degree in Mechanical Engineering, Logistics, or a related technical discipline.
- Lifting and Rigging Certification (OPITO, LEEA, or equivalent) is mandatory.
- Minimum of five (5) years of experience in lifting operations within the Oil & Gas, Petrochemical, Construction, or Heavy Engineering industries.
- Proven experience supervising heavy and complex lifting operations involving loads exceeding 100 tonnes.
- Knowledge of international lifting standards including LOLER, API RP 2D, BS 7121, ISO Standards, and related industry requirements.
- Experience working in East Africa or remote project environments is an added advantage.
- Strong technical knowledge of cranes, forklifts, lifting appliances, rigging equipment, and lifting accessories.
- Ability to prepare, review, and approve detailed lifting plans and risk assessments.
- Strong leadership, coordination, and supervisory skills.
- Excellent communication, reporting, and stakeholder management abilities.
- Fluency in English is mandatory; knowledge of Swahili or French is an added advantage.
