Job Purpose

The Project Engineer will be managed by the Maintenance & Inspection Methods Engineer at the Tanga Back Office for modifications during the operational phase. The role holder will be responsible for managing the Management of Change (MOC) workflow, serving as the focal point for technical study requests and master data updates. For approved projects and modifications, the Project Engineer will prepare the required scope of work for implementation and coordinate project activities from preparation to commissioning and handover. The position requires travel to remote sites as needed.

Key Duties and Responsibilities

  • Coordinate all project elements including engineering, design, quality planning, modifications, installation, commissioning, and project close-out.
  • Ensure projects remain within approved budgets and meet organizational requirements.
  • Initiate, plan, execute, monitor, and close projects and modifications.
  • Manage project and modification budgets effectively.
  • Plan project requirements and resources, including subcontracted activities.
  • Identify project risks and establish corrective actions where necessary.
  • Support design verification and approve project progress reports.
  • Prepare and manage project schedules to ensure timely execution and completion.
  • Undertake special projects and contribute to continuous improvement initiatives.
  • Prepare project portfolio reports and present project progress updates.
  • Perform root cause analysis and resolve project-related issues.
  • Prepare and manage engineering method statements and execution plans.
  • Liaise with internal departments, stakeholders, suppliers, contractors, and service providers.
  • Ensure compliance with Health, Safety, Environmental, and Security (H3SE) policies during project execution.
  • Maintain project documentation and ensure compliance with EACOP change management procedures.
  • Ensure projects comply with applicable standards, codes, regulations, and specifications.
  • Participate in HAZOP studies and risk assessments.
  • Prepare project proposals for improvement initiatives.
  • Prepare method statements for proposed improvement projects.
  • Review cost estimates and recommendations from vendors, consultants, and licensors.
  • Perform quality control on project budgets, schedules, and plans.
  • Review engineering deliverables and initiate corrective actions when required.
  • Develop and implement project document control procedures and standards.
  • Maintain high standards of housekeeping and safe work practices during project execution.
  • Prepare Terms of Reference (TORs) and Bills of Quantities (BOQs) for procurement of contractors and consultants.
  • Support preparation of the annual departmental budget for project activities.
  • Prepare periodic and specific project reports.
  • Manage project and modification workflows.
  • Support the Maintenance and Inspection Methods Engineer in managing EACOP technical master data, including technical documentation, drawings, 3D models, and CMMS records.
  • Manage engineering service contractors.
  • Contribute to HSE performance in line with EACOP objectives.
  • Perform any other duties assigned by the supervisor within the scope of the role.

Qualifications and Experience

  • Bachelor of Science Degree in Engineering (Mechanical, Electrical, Instrumentation & Control, Chemical & Processing, Civil Engineering, or equivalent) from a recognized institution.
  • Master’s Degree in Engineering Management (MEM) is an added advantage.
  • Registered Professional Engineer (P. Eng.) with the Tanzania Engineers Registration Board (ERB).
  • Project Management Professional (PMP) certification is highly desirable.
  • Minimum of five (5) years of experience in the Oil & Gas industry, major project engineering, or a similar Project Engineer role.
  • Strong knowledge of Management of Change (MOC) processes.
  • Advanced proficiency in Microsoft Office applications, including Microsoft Excel and Microsoft Project.
  • Experience with project management software.
  • Excellent written and spoken English communication skills.
  • Knowledge of mechanical systems, piping, steel structure installation, pre-commissioning activities, and E&I systems in live plants.
  • Strong project progress reporting and communication skills.
  • Ability to manage multidisciplinary projects.
  • Strong analytical and problem-solving abilities.
  • Proven experience in project engineering and project management.
