Background

ChildFund is a child-focused International Non-Governmental Organization (INGO) working with partners in 24 countries across Africa, Asia, and the Americas to connect children with people, resources, and institutions they need to grow up safe, healthy, educated, and skilled regardless of where they are.

ChildFund Uganda, in collaboration with the Ministry of Health and local partners, is strengthening preparedness and response to the ongoing Ebola Virus Disease (EVD) risk in Uganda and the region.

Job Purpose

ChildFund Uganda seeks an experienced Humanitarian Response Lead Consultant to provide technical leadership and drive resource mobilization, donor positioning, and partnership development. The consultant will ensure timely and effective implementation of preparedness and response activities across Uganda and the Democratic Republic of Congo (DRC).

Key Responsibilities and Deliverables

  • Serve as ChildFund’s representative in the cluster system and liaise directly with the Ministry of Health.
  • Review and operationalize the Uganda Field Office Start-Up Guidance, confirming current readiness level and activating the appropriate response.
  • Conduct rapid needs assessments and develop ChildFund’s preparedness and response plan across RCCE, WASH, and MHPSS/PSS in Uganda and DRC.
  • Lead scenario planning exercises in case of outbreak escalation.
  • Oversee implementation of response activities across RCCE, WASH, and MHPSS/PSS, conduct field visits, and adapt plans as conditions change.
  • Coordinate with Alliance members to avoid duplication and strengthen joint response across the Uganda–DRC border corridor.
  • Establish regular information-sharing mechanisms on situation updates and emerging needs.
  • Map and prioritize donor targets and develop emergency funding proposals aligned to the response plan.
  • Conduct donor outreach, maintain donor updates, and identify in-kind support opportunities with the Ministry of Health.
  • Oversee sub-grantees and local partners, ensuring compliance with implementation plans and donor requirements.
  • Collect and disseminate results, best practices, and lessons learned throughout the response period.

Qualifications and Experience

  • Minimum of 7 years of emergency response experience, with at least 2 years in leadership or senior management capacity.
  • Proven track record in emergency fundraising and programme implementation in humanitarian response settings.
  • Strong understanding of international humanitarian standards and principles, including accountability to affected populations.
  • Technical expertise in at least one humanitarian sector such as child protection, nutrition, WASH, food security, health, shelter, or related emergency response areas.
  • Strong people management and partner coordination skills.
  • Excellent interpersonal, representational, and cross-cultural communication skills.
  • Strong written and verbal communication skills in English.
  • Knowledge of humanitarian donor regulations is an added advantage.
  • Monitoring and Evaluation (M&E) knowledge and skills are preferred.
  • Master’s Degree in a relevant field. Candidates with exceptionally strong experience may be considered with a Bachelor’s Degree.
