It is a limited liability company wholly owned by the Government of Uganda.

DEPARTMENT : CHIEF EXECUTIVE OFFICE
JOB TITLE : STRATEGY SPECIALIST-SUPPORT FUNCTIONS–
(1 VACANCY) RE-ADVERTISED
REPORTS TO : CORPORATE STRATEGY MANAGER
JOB PURPOSE : SUPPORT THE EXECUTION OF DAY-TO-DAY ACTIVITIES
INVOLVED IN FORMULATION, MONITORING AND IMPLEMENTATION OF STRATEGIES FOR UNOC’S SUPPORT FUNCTIONS.

ESSENTIAL DUTIES

1) Support the formulation of strategies for UNOC’s Support Functions by coordinating all activities required for strategy formulation, including baseline data gathering, external research and benchmarking, key stakeholder consultations etc.
2) Develop the required strategy development frameworks and tools and related processes.
3) Act as a focal point for monitoring and evaluation of performance of the agreed KPIs for the Support Functions.
4) Conduct in-depth research on competitor activities and market opportunities to identify growth areas and threats to the company.
5) Coordinate the preparation of departmental periodic progress reports against the agreed departmental or functional strategic plans and initiatives.
6) Support the Heads of Support Functions to streamline their functional plans and align them to the integrated UNOC Business Plan.
7) Co-ordinate periodic reviews within the Support Functions; ensure that functional strategies are delivered according to the agreed specifications, budgets, and timelines. Support the Head of Corporate Strategy in conducting research on the industry and external and internal operating environment issues and emerging trends that may affect UNOC’s strategic direction or its implementation.
8) Co-ordinate the periodic review and refining of strategies for the Support Functions to ensure that all functional initiatives are aligned to the unified UNOC Business Plan and are delivered according to the agreed specifications, budgets, and timelines.
9) Support the process of developing, harmonizing, and consolidating the UNOC’s overall annual work plans in line with the strategic plan by coordinating inputs from the Support Functions.
10) Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s).

Qualifications & Experience

1) A Bachelor’s degree (Hons) in Engineering, Accounting & Finance, Business Administration, Economics, Statistics or any other related field.
2) Professional Certification in Strategy Management such as Balance Scorecard (BSC), Strategy Management Professional (SMP), Strategic Management Performance System (SMPS), Strategic Planning Professional (SPP) etc, is an added advantage.
3) A minimum of 6 years of working experience in a dynamic and reputable organization, three (3) years of which attained in any of the following disciplines; Strategy Development and Management, Business Planning, Analysis and Reporting, Performance Management, Monitoring, Evaluation and Reporting is an essential requirement

JOB PURPOSE : RESPONSIBLE FOR SMOOTH OPERATION OF COMPANY-
WIDE TREASURY MANAGEMENT, REVIEW AND APPROVAL
OF TRANSACTIONAL ACCOUNTING, FINANCIAL REPORTING,
FINANCIAL ANALYSIS, LIQUIDITY MANAGEMENT &
INVESTMENT MANAGEMENT AND ENSURING A ROBUST
CONTROL ENVIRONMENT.

ESSENTIAL DUTIES
1. Coordinate the preparation of cash flow plans and forecasts.
2. Identify, evaluate and recommend financing options for operations and projects.
3. Manage the treasury investment portfolio and minimize idle cash.

4. Manage the Company’s interest rate and Forex Exposure and minimize treasury risks.
5. Produce and review Treasury reports and perform compliance activities.
6. Manage the company’s banking portfolio to optimize the financing mix and efficient treasury operations.
7. Maintain good working relationships with the banks/financial institutions.
8. Monitor Inter-Company funding arrangements.
9. Review financial models for the various projects or businesses.
10. Coordinate the preparation of statutory accounts for UNOC, Uganda Refinery Holding Company and Uganda Pipeline Company in accordance with IFRS.
11. Coordinate Periodic Petroleum Revenue reporting for both Operated and NonOperated Assets for UNOC & its subsidiaries.

13. Prepare technical analyses of IFRS for new or evolving standards.

27. Participate in the review, negotiations & implementation of Joint Venture Partner Agreements.
28. Support Joint Venture Partner Audits.
29. Maintain the Company’s Chart of Accounts, Work Breakdown Structure (WBS) and
Cost Breakdown Structure (CBS)
30. Follow up on Cost Recovery Audits and related issues for Non-Operated Assets in
line with the PSA provisions.
31. Coordinate cost control and budget monitoring for UNOC and its subsidiaries to avoid over expenditures.
32. Lead, develop, coach and mentor the team under supervision.

Qualifications & Experience

1) Bachelor’s Degree (Hons) in Commerce, Finance, Business Administration, Accounting or relevant related fields from a recognised University.
2) A Master’s degree in Business Administration or any other relevant discipline.

4) A Minimum of ten (10) years working experience in a busy and reputable organization of which 5 years should have been attained at a Managerial/ Senior Level

JOB TITLE : MANAGER SOCIAL AND SUSTAINABILITY- (1 VACANCY) – READVERTISED
REPORTS TO : CHIEF CORPORATE AFFAIRS OFFICER
JOB PURPOSE : DEVELOP AND OVERSEE ENVIRONMENTAL, SOCIAL, AND CORPORATE GOVERNANCE POLICIES TO ENSURE THAT THE COMPANY’S SOCIAL MANAGEMENT PLANS ARE EFFECTIVELY IMPLEMENTED SO AS TO SECURE UNOC’S SOCIAL LICENSE TO
OPERATE IN THE HOST COMMUNITIES.

ESSENTIAL DUTIES

1. Design, implement, monitor and evaluate progress of the UNOC sustainability management strategy and plans as envisioned in the company ESG program.
2. Develop and coordinate implementation of sustainable organizational practices/programs.
3. Define land acquisition processes (planning and implementation) and ensure their execution.
4. Define and implement livelihood restoration programs for all economically and physically displaced people ensuring that international requirements for livelihood restoration are met.
5. Implement social studies including but not limited to social aspects of the ESIAs for projects and human rights impact assessment
6. Integrate social mitigation measures into social management plans and practices, contractor implementation plans and the project commitment register
7. Implement the UNOC stakeholder engagement framework and plan as well as the community engagement strategy.
8. Define a strategy for engaging with NGOs and civil society organizations and work with the senior public relations officer and senior communications officer for implementation
9. Define and implement a social and environment investment strategy, identifying implementation partners and evaluate its performance
10. Ensure that all community concerns and issues in relation to UNOC projects are identified, documented, tracked, and resolved.
11. Research on emerging environmental sustainability issues, concerns or stakeholder interests and advise UNOC management appropriately.
12. Lead in planning and participate in engagements with key stakeholders such as Joint Venture partners as well as Government in matters related to host communities.
13. Design and implement awareness programs for employees and other stakeholders to understand the value of host communities; and coordinate activities that support implementation of sustainability initiatives.
14. Identify, develop, and coordinate sustainability partnerships with relevant stakeholders.

JOB PURPOSE : TO EFFECTIVELY GUIDE AND TAKE RESPONSIBILITY FOR THE UNOC PETROLEUM LOGISTICAL SERVICES IN WESTERN KENYA (KISUMU, NAKURU & ELDORET) THROUGH THE ENABLING STOCKS MANAGEMENT SYSTEMS IN LIAISON WITH THE PRODUCTS TRADING
TEAM, THE FINANCE STOCKS MANAGEMENT TEAM, AND
THE RESPECTIVE DEPOT MANAGERS AND OTHER ENABLING STAKEHOLDERS TO ENSURE SMOOTH FLOW OF UNOC BULK TRADING OPERATIONS.

ESSENTIAL DUTIES

1. Manage customer (OMCs) Loading Orders in the ERP system and external service provider systems (e.g., KPC/private terminals), ensuring timely review and approval for dispatch of paid-up stock.
2. Conduct daily reconciliations at loading terminals, report anomalies, and address them promptly.
3. Oversee petroleum dispatch at terminals, ensuring compliance with safety and operational procedures.

DUTY STATION : (2 VACANCIES)
WESTERN KENYA (KISUMU, NAKURU OR ELDORET)
REPORTS TO : PRODUCTS TRADING OPERATIONS SPECIALIST
JOB PURPOSE : RESPONSIBLE FOR THE DAY-TO-DAY IMPLEMENTATION OF THE PETROLEUM PRODUCTS TRADING OPERATIONS PROCESSES AS THE ACCOUNT MANAGER FOR ALLOCATED OIL MARKETING COMPANIES (OMCs) TO EFFECTIVELY MANAGE THE RELATIONS, PAYMENTS, DEMAND AND EFFECTIVE STOCKS MANAGEMENT IN LINE WITH ESTABLISHED AGREEMENTS AND PROCEDURES.

ESSENTIAL DUTIES
1. Conduct Know Your Customer checks for new OMCs, and sign qualifying ones onto the Sales and Purchase Agreement.
2. Monitor monthly demand confirmations and address related issues, including stock adjustment requests by customers.
3. Share account statements for timely payments, reconcile pending payments, and ensure financial regularization.
4. Receive and review loading requests, process Loading Orders, and coordinate with stakeholders for timely deliveries.
5. Participate in the development and implement approved products trading operations processes and procedures in line with the level of business being implemented and in compliance with related regulatory guidelines.
6. Initiate and proactively following up timely internal process approvals of Product Orders in both the KPC and UNOC ERP system, to ensure operational efficiency and responsiveness for timely completion of the OMCs generated/initiated processes.
7. Supervise the products Dispatch Assistants and Operatives to ensure efficient operations in the servicing of customer Loading Orders as per the prevailing procedures and within the committed timelines set up by the respective terminals while exercising flexibility to meet the operational targets.
8. Ensure/support the implementation of safety, quality control measures, and regulatory guidelines in the handling of petroleum products to service customer loading orders.
9. Review demand forecasts in comparison with the respective customer product loading/evacuation performances and participate in the business KPI reviews.
10. Support annual stakeholder management plans and securing of buy-in.

ESSENTIAL DUTIES

1. Guide and oversee civil engineering design and execution as a lead specialist, ensuring compliance with project standards and codes.
2. Review and approve civil engineering project aspects, including drawings, materials, and installation procedures.
3. Monitor contractor performance, suggesting remedial actions to prevent deficiencies or delays.
4. Provide technical advice on budgets, procurement, and modifications related to civil engineering.
5. Coordinate tasks such as surveys, obtaining necessary permits and approvals from regulatory bodies material specifications, and material testing during project execution.
6. Conduct engineering compliance checks, quality assessment, and control for designs and operations.
7. Develop and manage schedules for maintenance to ensure uninterrupted plant operations.
8. Provide engineering support for designs, installations, commissioning, and operating issues.

Qualifications & Experience

3) Registered Engineer with the Engineer’s Registration Board with a Valid Practicing license.

1. Guide overall engineering design and execution as the Lead Specialist in the Mechanical engineering discipline for UNOC Projects.
2. Lead detailed review of the mechanical engineering aspects of the UNOC Projects including drawings, specifications, installation procedures, etc. and ensure that mechanical work designs, materials and construction specifications meet oil and gas project standards and other relevant national and industry codes
3. Lead and provide technical advice on the preparation of budgets, procurement, modifications etc. as it relates to the Mechanical engineering aspects
4. Initiate and coordinate tasks needed for Mechanical engineering project execution, including surveys, permitting or government reviews, material specifications, installation procedures and testing
5. Perform discipline and inter-discipline engineering compliance checks, quality assessment, and quality control on engineering design and operations
6. Develop a priority matrix for setting, scheduling, and executing Mechanical engineering maintenance jobs to ensure continuous plant operations
7. Monitor the performance of contractors and suggest remedial actions to avoid design deficiencies and commissioning delays
8. Provide input to Front End/Conceptual Engineering studies concerning Mechanical design, installation, and operating issues.
9. Support the construction and commissioning of teams in resolving queries received during installation related to testing, compaction, concrete, paving, equipment, pile
10. driving.
11. Ensure HSSE management systems and the application thereof, particularly concerning design integrity and safety
12. Develop and deploy Key Performance Indicators for monitoring the performance of the contractor’s vis- à-vis project deliverables, budget, and timeline
13. Collaborate with other discipline engineers in conducting inspection test plans, and factory acceptance tests in addition to all preparations for site installation, precommissioning, commissioning and handover of the assets.
14. Provide recommendations on knowledge/skills and training required for the development of competencies of staff in the Mechanical engineering discipline.
15. Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s)

Qualifications & Experience

1) A bachelors degree (Hons) in Mechanical Engineering, Automotive & Power
Engineering, or Manufacturing Engineering degree from a recognized University
2) A minimum of Six (6) years relevant working experience in the design and supervision of mechanical works, preferably attained from the petroleum or manufacturing or construction industry in a reputable, busy company, 3
years of which attained at a supervisory or team leader level.
3) Professional Certification or specialised training in Project Management is an added advantage
4) Registered Engineer with the Engineer’s Registration Board with a Valid Practicing license from the Engineers Registration Board.
5) Knowledge of CAD Software (e.g AUTOCAD or SolidWorks ); or Finite Element Analysis (FEA) tools (e.g., ANSYS, Abaqus).

JOB TITLE : MECHANICAL ENGINEER- RE-ADVERTISED (1 VACANCY)
REPORTS TO : MECHANICAL ENGINEERING LEAD
JOB PURPOSE : TO PROVIDE DAY-TO-DAY TECHNICAL SUPERVISION TO
ONGOING PROJECT WORKS AND OFFER ADMINISTRATIVE
SUPPORT TO ENSURE THAT MECHANICAL WORKS ARE
BEING EXECUTED ACCORDING TO PLAN IN A SAFE WORKING ENVIRONMENT IN LINE WITH OIL AND GAS
QHSSE STANDARDS.

ESSENTIAL DUTIES

1. Work closely with other Project Engineers to ensure all Project objectives and key indicators are achieved in a safe manner
2. Determine scope of work for individual projects, develop Mechanical drawings in-line with agreed design criteria, generate bills of quantities and draft cost estimates to support the processes of selection and project feasibility analysis
3. Conduct structured risk assessments for Mechanical works and draw up plans for ensuring that the risks are proactively managed during the execution of Mechanical works
4. Complete all necessary job assessments and/or permits, time sheets and other documentation as required
5. Ensure all paperwork is available and that it has been reviewed and understood before setting out to Site
6. Identify and address any changes to scope, investigate the problems and provide engineering solutions to support the planning and execution stages of the project
7. Site walk-through and plan for installation process
8. Record any changes to scope and “as build” drawings as agreed by line manager
9. On-sight supervision/management of construction sites
10. Actively participate in job inspections to identify and follow up to address nonconformities in-line with the technical quality recommendations
11. Inspect and assess the condition of existing infrastructure and Develop maintenance plans
12. Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s)

Qualifications & Experience
1) A Bachelor’s degree (Hons) in Mechanical Engineering or Automotive & Power Engineering or Manufacturing Engineering.
2) A minimum of four (4) years working experience in the petroleum or manufacturing or in a construction industry in a reputable, and busy organisation.
3) Registered Engineer with a valid practicing licence from the Engineers Registration
Board.
4) Experience in the application of Engineering Software like AUTOCAD, SolidWorks and Project Management software such as Microsoft Project, Primavera.
5) Experience in design and supervision of mechanical engineering works.
6) Specialised training in Project Planning and Management is an added advantage.
