Job Description

Objective & Summary

To oversee and execute accurate, timely billing processes for all telecommunications services, ensure compliance with rate plans and contracts, and support the billing team in resolving disputes and improving billing systems and processes. The Senior Billing Officer will act as a bridge between the Billing Officers and the Billing Manager, ensuring operational excellence across all billing activities.

Key Duties & Responsibilities

Prepare, review, and validate high-value and complex invoices for clients across multiple service offerings (e.g., DIA, MPLS, Fiber, VOIP).
Supervise day-to-day activities of Junior Billing Officers, providing guidance and support when required.
Ensure billing schedules and cycles are met without errors or delays.
Validate rate plans, discounts, usage data, and contract compliance before finalizing client invoices.
Maintain customer master data and update billing records on the ERP system (e.g., Dynamics 365).
Perform reconciliations between billing data, usage reports, and the general ledger.
Investigate and resolve discrepancies in invoices, collaborating with internal departments and customers.
Handle escalated billing queries and serve as a second-line support to the Billing Officers.
Generate monthly billing performance and revenue reports for review by the Billing Manager and Finance team.
Contribute to the documentation of billing processes, SOPs, and continuous improvement initiatives.
Participate in billing system upgrades, UAT testing, and system configuration validation.
Ensure adherence to internal control policies and audit readiness for billing processes.

Requirements

Educational / Professional Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
3–5 years of experience in billing, revenue assurance, or accounts receivable roles.
Experience within a telecommunications or technology-based environment is highly desirable.

Essential Skills & Knowledge

Strong proficiency in Microsoft Excel (pivot tables, VLOOKUP, data reconciliation).
Experience with ERP/billing platforms such as Dynamics 365, Oracle BRM, Intec, Amdocs, etc.
Excellent analytical and numerical skills with strong attention to detail.
Solid understanding of billing cycles, pricing models, and reconciliation techniques.
Strong written and verbal communication for both internal and external correspondence.
Ability to prioritize tasks and meet tight deadlines in a fast-paced environment.

Desirable Skills & Knowledge

Familiarity with telecom service billing structures (e.g., recurring vs usage-based services).
Experience coordinating with cross-functional teams like Sales, Network Operations, and Collections.
Exposure to regulatory compliance or audit processes within finance.
Project or change management experience related to billing or finance systems.
