Job Title: Quality Assurance Officer

Reports To: Quality Assurance and Improvement Manager

Role Purpose
The Quality Assurance Officer will support the Quality Assurance Manager to ensure the consistent quality of the Uganda Driving Licence System (UDLS) project production processes. The role involves developing, implementing, monitoring, and evaluating adherence to standard operating procedures.

Core Accountabilities
1. QA Policy Development & Monitoring
o Support the QA Manager in developing and monitoring fit-for-purpose quality assurance (QA) policies and procedures.
2. Record Keeping & Documentation
o Ensure accurate administration, recording, and storage of QA records and related documentation.
3. Training & Support
o Assist the QA Manager in providing ongoing training, coaching, and support to staff to meet quality standards.
4. Quality Data Collection
o Collect and compile statistical quality data, maintaining accurate records of all approved licenses.
5. Reporting & Issue Documentation
o Document and report quality issues, preparing detailed reports on failed processes, corrective actions, and re-validations.
6. Validation Accuracy
o Ensure the accuracy of validation information received and handle discrepancies.
7. Annual Audit & Reconciliation
o Undertake annual audits and reconciliation of licenses issued, ensuring quality standards are met.
8. Stakeholder Communication
o Act as a liaison with validation officers and maintain communication with key stakeholders.
9. Quality Process Validation
o Establish product specifications, measure production processes, and document evidence for quality assurance.
10. Licensing Testing
o Oversee quality testing of licenses produced before release to clients.
11. Counterfeit Monitoring
o Conduct regular market surveys and interact with stakeholders to identify license counterfeiting and inform management.

Person Specification
Qualifications & Experience
• Essential:
o Bachelor’s degree in Statistics or a related field.
o Solid foundation in quality assurance.
o Extensive knowledge of process improvement and enhancement.
o Understanding of Lot Quality Assurance Sampling (LQAS) methodology.
• Desirable:
o Data analysis skills and process creation/review experience.
o Good understanding of data management.
o Familiarity with QQI requirements in a regulatory environment.
