Job Title: Principal Quantity Surveyor
Location: Kampala, Uganda

About the Role:
Are you ready to lead the transformation of health infrastructure in Uganda? We are seeking an experienced and results-oriented Principal Quantity Surveyor to oversee the accurate estimation, measurement, and valuation of construction works. In this role, you will play a critical part in optimizing project costs, ensuring timely completion, and contributing to the development of health facilities that support communities nationwide.

Key Responsibilities:
1. Guideline Development and Implementation:
• Develop and maintain comprehensive quantity surveying guidelines, standards, and procedures aligned with best practices and statutory requirements.
• Ensure adherence to established guidelines throughout the quantity surveying process.
2. Bill of Quantities (BoQs) and Tender Preparation:
• Oversee the preparation of detailed and accurate BoQs for health infrastructure projects.
• Coordinate the development of tender documents, including BoQs and contract conditions.
• Review and approve BoQs and tender documents to ensure quality and compliance.
3. Payment Certificate Management:
• Supervise the preparation and issuance of payment certificates based on the measurement and valuation of completed works.
• Ensure timely and accurate payment certification in line with contract terms.
• Resolve payment-related disputes and claims efficiently.
4. Performance Management and Quality Assurance:
• Develop and implement performance plans for the quantity surveying team.
• Set clear performance objectives and KPIs while providing regular feedback and coaching.
• Conduct regular quality checks and audits to ensure deliverables meet established standards.
• Address quality issues with corrective actions to maintain high standards.
5. Stakeholder Engagement and Resource Management:
• Build and maintain effective relationships with contractors, consultants, government officials, and other stakeholders.
• Communicate processes and deliverables clearly to ensure stakeholder alignment.
• Resolve conflicts and disputes related to quantity surveying matters.
• Manage the allocation and efficient use of human and financial resources within the department.

Qualifications and Experience:
Education:
o Full Form V/Grade Twelve (12) School Certificate.
o Bachelor’s Degree in Quantity Surveying or equivalent (Master’s Degree is an added advantage).
• Experience:
o At least 6 years of experience in quantity surveying, with a focus on public sector projects.
o Proven ability to manage complex projects and deliver accurate surveying solutions.
• Technical Skills:
o Membership in the Surveyors Institute of Zambia or equivalent professional body.
o Proficiency in relevant software applications (e.g., Microsoft Excel, PRISM).
o Strong project management, organizational, communication, and interpersonal skills.
