Position Title: MEAL & Partnerships Advisor
Location: Kampala, Uganda
Reports To: LCA Uganda Coordinator
Contract Type: Full-Time
Duration: 1 Year (Renewable based on performance and funding)

About the Local Coalition Accelerator (LCA) Uganda

LCA Uganda is a coalition of 13 Local and National Actors (LNAs) collaborating to design and implement development and humanitarian actions addressing systemic challenges, including the effects of COVID-19. Established in June 2020, LCA Uganda leverages collective expertise, resources, and networks to deliver impactful, sustainable solutions to vulnerable communities.

Job Summary

LCA Uganda is seeking a Monitoring, Evaluation, Accountability & Learning (MEAL) and Partnerships Advisor to develop, implement, and manage the coalition’s MEAL framework while strengthening partnerships. The advisor will ensure effective monitoring, evaluation, and documentation of coalition activities to support learning, accountability, and resource mobilization. Working closely with coalition members and stakeholders, they will facilitate data-driven decision-making and continuous program improvement.

Key Responsibilities

A) MEAL Framework Development & Implementation

  • Develop and implement a comprehensive MEAL framework, including tools, indicators, and data collection methods.
  • Ensure MEAL activities align with the coalition’s Joint Action Plans, strategic objectives, and advocacy strategies.

B) Data Collection, Analysis & Reporting

  • Lead data collection, analysis, and interpretation from coalition members and partners.
  • Prepare timely, accurate performance reports for internal and external stakeholders, including donors and government agencies.
  • Conduct field visits to monitor program implementation and verify data quality.

C) Capacity Strengthening & Technical Support

  • Train and support coalition members on MEAL tools, data collection, and reporting.
  • Facilitate learning sessions to promote a culture of learning and accountability.
  • Provide technical support to ensure compliance with MEAL best practices.

D) Performance Monitoring, Evaluation, Accountability & Learning

  • Track and report key performance indicators (KPIs) in education, livelihoods, health, and violence prevention.
  • Conduct Digital Data Collection, Focus Group Discussions (FGDs), and one-on-one interviews.
  • Identify and document lessons learned, best practices, and success stories for knowledge sharing.

E) Stakeholder Engagement & Resource Mobilization

  • Collaborate with key stakeholders, including state and non-state actors, to align LCA strategies with broader humanitarian and development goals.
  • Represent the coalition in strategic forums to mobilize resources.
  • Work closely with LCA Uganda member organizations to align M&E strategies with decision-making processes.

F) Digital Accountability & Innovation

  • Utilize digital platforms like Relay to enhance community accountability, feedback mechanisms, and real-time monitoring.
  • Explore innovative M&E approaches, including digital tools for data collection and analysis.
  • Perform additional tasks as assigned.

Qualifications & Experience

Education:

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or a related field.
  • A Master’s degree is an added advantage.

Experience:

  • 3–5 years of experience in monitoring and evaluation, preferably in development or humanitarian sectors.
  • Proven expertise in designing and implementing MEAL frameworks for multi-sectoral programs.
  • Experience working with coalitions, networks, or consortia is highly desirable.

Skills & Competencies:

  • Strong analytical skills for collecting, analyzing, and interpreting complex data.
  • Proficiency in M&E tools (e.g., Excel, SPSS, STATA, KOBO Toolbox).
  • Excellent report writing and presentation skills.
  • Strong interpersonal and communication skills to engage with diverse stakeholders.
  • Knowledge of digital accountability platforms and innovative M&E approaches.
  • Ability to work independently and as part of a team in a dynamic environment.

Key Performance Indicators (KPIs):

  • Timely and accurate submission of MEAL reports.
  • Quality and reliability of collected data.
  • Effective capacity building for coalition members.
  • Demonstrated impact of coalition programs based on evaluation findings.
  • Successful integration of digital tools for community accountability.
